That move wants to earn a tempo. It threatens 5.c3 and 6.d4 to have got predominance in the center.
But if you play white be careful to Lasker defence:
1.e4 e5 2.Nf3 Nc6 3.Ac4 Ac5 4.b4 B:b4 5.c3 Aa5 6.0-0 d6 7.d4 Ab6.
or 5...Ac5 6.d4 e:d4 7.0-0 d6.
These moves should advantage black and not white!

you might want to go over some of the games of Adolf Anderssen or Paul Morphy . they played the Evans Gambit a lot . Anderssen played the famous Evergreen game with the Evans Gambit .

There is a lot of theory to the Evans, more than one could cover in a post. It is interesting to compare Morphy's and Anderssen's approach to the game. Anderssen always makes a threat when he moves, if the threat involves developing a piece it's a coincident, while Morphy makes a effort to develop a piece. While Morphy also likes to make threats he places a premium on development. If you Google the Evans Gambit you can find quite a bit of theory. I believe there are some articles at chesscafe.com which you should find when you do your search.

Google youtube Evan's gambit

Message:
Youtube is good because they play out the game on a chess board rather than having to follow chess notation - but iguess it is a matter of personal preference:)

The Evans is wonderful fun, but can get very positional and boring if black declines.

Chess news:

Robot chess opponent -- Hopefully Dennis who is playing with a a robotic arm as his chess opponent has not input the necessary code to have the arm reach over and choke the life out of him should he win the chess match. The Lynxmotion AL5A robotic arm is, after all, full well capable of plucking each chess piece and moving it to the next space. This is made possible thanks to a Python script Dennis himself created to process the moves and decide on the next move. A webcam is used to capture the location of the desired pieces on the chess board in order to help it in its task. ...

Final two rounds produce an exciting climax to the German chess league -- Russia's national chess league may be the strongest in the world but Germany's Bundesliga runs it close and its media profile is far higher. The final two rounds last weekend began with Baden-Baden and Solingen on 24 points from 13 matches, Werder Bremen 23 and Mulheim 20. Baden-Baden is the cash-rich team and even boasts the world chess champion, Vishy Anand, and world No1, Magnus Carlsen in its squad, though the Indian has played only two games and the Norwegian none. But the active regulars are so strong that Michael Adams, the England No1, plays only on a mid-board in the eight-man team. Werder Bremen, which has links with the football club, fields ...

Previewing the world chess championship match -- The world chess championship match between champion Viswanathan Anand of India and Veselin Topalov of Bulgaria begins Friday in Sofia, Bulgaria. The schedule calls for a rest day after every two days of play except that there will be an additional rest day May 9, between the 11th and 12th games. If the score reaches 6-6, the players will break the tie with a series of faster games May 12. Topalov, ranked second in the world at 2805, deserves to be considered a slight favorite over Anand, fourth at 2787. However, one can imagine almost any outcome. Anand has more experience in chess matches and he plays more soundly, with better judgment, but Topalov is more ...
